You need a minimum of two to fight and a maximum of two to win a third would just mean either no one wins or two gang up on one and leave just to left who then immediately start fighting. One entity is split into two, because that is the only way they can imagine them- two big guys fighting except when they got someone else to fight. It could be that Gork and Mork are the same being, but the nature of Greenskins prevents them from perceiving a whole that is at peace with itself: they have to fight something but what can a god fight if not another god?
